White Paper # 2: Preliminary Directions And Concepts for the Regional Transportation Plan: Click to Review and Comment
White Paper 2 builds on the foundation of the seven Green Papers prepared earlier by Metrolinx and the responses received to them. It recognizes that a successful plan for a future transportation system is a combination of two key elements: i) ambitious policies and programs; and ii) well-integrated and functional infrastructure. Together they can create a bold, transformational transportation system.
This paper presents potential policy and program directions to address the issues identified in the Green Papers, and to fulfill the goals and objectives detailed in White Paper 1: Vision, Goals and Objectives. It also includes a preliminary analysis of the costs and benefits of four infrastructure system concepts. This paper is intended to generate further discussion and input to the process of creating a Regional Transportation Plan (RTP) for the Greater Toronto and Hamilton Area (GTHA).
